The meeting of Tevan Poghosyan – Head of the International Center of Human Development, with the students of the Chair of Political Governance and Public Policy of the Public Administration Academy of RA looked like a dialogue than a lecture. On the request of the head of the Chair Mariam Margaryan, the politician touched upon the modern issues of development of Artsakh conflict. At the same time, he listened to the viewpoints and opinions of his future colleagues, and of course, answered their questions.
To Tevan Poghosyan, the issue of Artsakh emerged in far 1918, when great changes were taking place in the region, new states were founded, and new redistribution of territories was in progress. The Artsakh conflict went on in the early period of the Soviet Union. The politician assures that during 70 years the people of Artsakh has never tolerated its status of an autonomous state within Azerbaijan. The issue of reunion of Artsakh with Armenia has always been discussed, and ways of solutions have always been looked for. But something always hampered to reach the final solution. In 1988 people though that only legal solution was the way out, but, as it is known, the opposite was just the case.
In about recent thirty years, many formats of solution of the conflict has been suggested, various plans and programs have been worked out by the third parties, but it is obvious, that no option has been found which would satisfy all parties and appease the conflict. As for Tevan Poghosyan, the countries working out all these plans has chased their own interests first of all, and the issue of Artsakh has remained unsolved. The speaker believes that no plan will solve our problem if it is not the plan of Armenia and the Armenian people. We should start the solution of the problem with changing our way of thinking. We should rely on ourselves, have strong army, and be ready for war. And the most important thing is to set a national goal, and to realize what kind of state we want to have in the far future, and to try to gradually reach our goal.
