“You’d better learn on the mistakes of others, than on your own owns, but we have not enough time”, said the Minister of Justice of the Republic of Armenia Artak Zeynalyan at the meeting with students of Law of Public Administration Academy of RA.
Artak Zeynalyan had enough time to get all-inclusive education. Firstly, he has got the profession of doctor at Yerevan State Medical University of RA, then the profession of health organizer, and after it, he has received qualification of civil servant at Public Administration Academy of RA. And finally, he got education of a lawyer and actively practiced that profession. By the way, he was successfully combining theoretical knowledge with the practical one, as he was holding office in public administration at that time. He was the deputy Minister of Health.
“The Academy has its great role in my biography. Not only I studied here, but I had my first experience in lecturing” said the Minister of Justice at the meeting. He eagerly answered the questions of the participants previously confessing that he will answer not only from the professional and academic perspective, but as an official, because the opinion of Minister identified with the governmental opinion. So, his answers will be diplomatic.
He answered the question about the structure of the Government of RA, and stated that current structure of the Government is the manifestation of political will. Time will show the level of its efficiency.
“Not everything is predictable, and life is interesting with such kind of things” said the Minister.
Artak Zeynalyan was asked about transitional justice, chances of returning to semi-presidential administration from the Parliamentary one, completion of the judiciary system, increase of trust towards the system, educational opportunities of prisoners, institution of judicial mistakes, and existence of selected justice.
In his answers he was sharing his knowledge with the students.
“21st century is an era of “illiteracy”, because the amount of knowledge everyone has is very tiny in the abundance of general knowledge. So, don’t be afraid of making mistakes. You create basis for new knowledge”.
“The 2018 revolution is unique because it didn’t break the Constitution, and it was carried by the people of Armenia. Everyone must take responsibility for its results, and be active in economic revolution”.
“Is it possible to return to the semi-presidential government? It is the issue of political will of the authorities, but frequent changes of administration are not welcomed. It may cause troubles”.
“The amendments in the right of education of the prisoners is being worked out. Generally, we try to change the punitive justice with recreational one”.
The PAARA Rector Arsen Lokyan thanked the Minister of Justice for finding time to have a meeting with students, and handed him a symbolic souvenir of the Academy. Artak Zeynalyan promised to keep it in his family treasury where the souvenir he has bought with the first salary of lecturing at the Academy is kept.
