On May 24, PAARA marks the anniversary of its establishment. On the very day in 1994, the RA Government made a decision on establishing a School of Public Administration of the Republic of Armenia.
Since then twenty-seven years have passed. In 2002, with another decision, made by the RA Government, the School of Public Administration reorganized into the “Public Administration Academy of the Republic of Armenia”. New tasks have been assigned to the Institution, however, during around three decades, PAARA’s main goal, which is to prepare and train professional personnel for the public administration system of our country, has not changed.
The 27th anniversary of PAARA was marked with the overture of a huge poster decorating the wall of the corridor on the second floor, presenting the history of the education institution through photos. The poster takes the old-timers of PAARA to the depths of decades and tells the youth about the path, the institution has left behind.
Mr. Arsen Lokyan, Rector of PAARA, congratulating the staff and teachers, referred to the interesting and special way of twenty-seven years. In his speech, he presented a number of circumstances that would do honor to any such institution.
“First, PAARA is an established structure in the field of education in Armenia, and that is not only our opinion but it is also evidenced by a wide circle of the society,” said the Rector. “One of the important circumstances is the fact that PAARA has assembled a wonderful team. The most important achievement is the human resources, our employees and teachers we are proud of and who do their best to make PAARA a better place for providing proper educational services to students and trainees.”
Another indicator of the development of the Institution is the fact that instead of 38-40 students of the first year of the establishment of the School of Public Administration, today PAARA has around 800 Master’s students, and last year PAARA trained over 4000 public servants.
“These are not merely figures, but serious indicators, proving what a significant role PAARA plays in the process of state-building and preparing human resources in our country. Today one can come across PAARA graduates of different years holding various positions in any public structure. One of the vital achievements of PAARA is the graduates upholding its honor.”
Apart from human resources, Mr. Arsen Lokyan also mentioned the significant improvement of the material and technical base and study programs during the recent years among PAARA’s achievements. He also emphasized that during the pandemic, when in many universities the situation was unstable, due to our staff, partners and financial savings PAARA did not experience considerable shocks.
“I am sure that PAARA will have further interesting developments, will set a new benchmark and its graduates will be amongst the highly-qualified administrators. I congratulate the present staff of PAARA, as well as all those who have ever worked here and had their contribution to the development of this educational institution. I congratulate the graduates of all years and future students, as well.”
Mr. Arsen Torosyan, Chief of Staff to the RA Prime Minister, sent a congratulatory message on the occasion of PAARA’s 27th anniversary. In his message, he noted the invaluable contribution of PAARA to the establishment and development of our state, referred to the difficult past which entitles us to feel proud, and expressed his conviction that the graduates of PAARA will always uphold the honor of their alma mater and will serve our homeland with absolute devotion.
The oral congratulations were followed by the awarding of certificates of honor, acknowledgment, and diplomas to the staff and teachers of PAARA. By the way, “Best Teacher” and “Most Professional Teacher” nominations were determined through the conducted student surveys. :
For Mr. Khachatur Bezirjyan, who was the first director of the RA School of Public Administration and currently chairs the Science Department, it was a great pleasure to congratulate the academicians. He has been in this educational institution since the first day of its establishment, so he was extremely excited to recall the path PAARA has passed during all those twenty-seven years without a heating system, with classrooms hardly heated with stoves up to today’s light, nice, comfortable and well-equipped ones. Congratulating all those who have ever studied or worked in this institution, Mr. Bezirjyan wished that the development of PAARA would continue likewise.
The invited teachers, Mr. Vahan Movsisyan and Mr. Arsen Ayvazyan, also made congratulatory and gratitude speeches. Mr. Movsisyan also refreshed his memory, then admitted that his motivation for working at PAARA was the students and the fact of being appreciated. And Mr. Ayvazyan said after working at PAARA he realized why the graduates of various universities preferred to get their Master’s degrees at this very institution. The secret of PAARA’s attraction is the well-organized work, the professionalism of teachers, the unsparing efforts made by the management. “I am honored to be one of you,” the words expressed by Mr. Ayvazyan can be proudly pronounced by all those who have been with the Academy for an instant or eternity.
