The “Capacity Development of Community Council Members” project was successfully completed

The “Capacity development of community council members” training courses launched on March 20, 2024, under the “Good governance for local development in the South Caucasus” program implemented by the German International Cooperation Agency (GIZ/GIZ) were completed. The courses of the program implemented with the support of the Federal Ministry of Economic Cooperation and Development of Germany and the Swiss Agency for Development and Cooperation were organized by the RA Ministry of Territorial Administration and Infrastructure and the RA State Administration Academy.

On May 22, the work done within the framework of the project was summarized at the Academy of Public Administration of the Republic of Armenia. On this occasion, Katrin Buder-Peltz head of the economic cooperation and development department of the Embassy of the Federal Republic of Germany in Armenia, deputy ambassador of Switzerland to Armenia Ursula Laubli, deputy regional director of the Swiss Cooperation Office in the South Caucasus Ashot Giloyan, head of the local self-government policy department of the RA Ministry of Territorial Administration and Infrastructure, were hosted at the Academy, Madeleine Rauschenberger, head of the Armenian office of the German International Cooperation Society (GIZ) in Armenia, heads of a number of Armenian communities and members of the councils of elders.

In his greeting speech, the rector of the Academy of Public Administration Khachatur Ghazeyan considered it symbolic that the program is being implemented in the Academy’s jubilee year. these days the Academy is celebrating its 30th anniversary. The Rector assured that the Academy fulfilled its mission with honor, preparing and training qualified personnel for the RA public administration system.

The “Capacity development of the members of the community councils” program was unprecedented, for which the best experts in the field were selected. The fact that about 65 percent of the members of the councils participated in the trainings is already a success.

Katrin Buder-Peltz expressed her joy at the successful completion of the project and emphasized the importance of the members of the councils of elders in the development of communities.

Ursula Laubli thanked all parties who participated in this successful training and admitted that she was very impressed with the process of community enlargement in Armenia. In this respect, Switzerland has something to learn from Armenia. She advised the council members to fully understand their powers and primary role in the communities.

Ashot Giloyan, on behalf of the RA Ministry of Territorial Administration and Infrastructures, stated that the members of the council provide services to the public and make decisions for the community.

According to Madeleine Rauschenberger, the program is a testimony of international cooperation. And the success of the program depends on the work of both the organizers of the courses and the representatives of the communities.

Gayane Hovhannisyan, Head of the Department of Supplementary Education of the Academy of State Administration of the Republic of Armenia, presented the results and statistics of the “Development of the abilities of the members of community councils” course.

Summarizing, it is worth mentioning that the program “Development of the abilities of the members of the community councils” can be considered successful. At the same time, the end of the project is not the end of the cooperation. Both the council members and those implementers hope that it will be continuous.
