The Academy broadens the frames of cooperation: meetings in France

   The PAARA delegation headed by the president of the Academy Arsen Lokyan visited France from June 21 to June 27. The target of the visit was to revive the preliminary acquired agreements with a number of educational institutions, state managerial bodies and private companies. This will provide a proper ground for the students of the Academy to have their educational practice in French institutions.

   “Euro union-Armenia relationships have entered a new stage. The problem of visa facilitation with Euro union has been discussed recently for ensuring the mobility of the students, in order to get integrated to the European educational system” said the president of PAARA Arsen Lokyan. “In addition, taking into account modern challenges, it will be wrong not to study and not to localize the already gained international rich experience. We must manage to prepare new personnel ready to face these challenges as future managers”.

   On the very first day of the visit the delegation met with the representatives of the Commercial Palace of Marseille. It resulted in adopting an agreement between the Palace and the Academy on organizing trainings of the best students in the above mentioned institutions.

   And the local Armenian community took the responsibility of their stay upon themselves.

   The next important meeting took place in the Marseille Municipality with Garo Hovsepyan who is the head of one of municipalities of Marseille largest communities. He is also the president of Armenian Cultural House. The meeting resulted in gaining arrangements for the students of the Academy to have their training there. Our students will have an opportunity to study local experience concerning municipal management and local self-government as well as they will become acquainted with French managerial culture. Due to arrangements the local Armenian community will provide their stay.

   Mr. Lokyan particularly attaches importance to the adoption of an agreement on cooperation with Marseille En Provence Science Po University. By the way, Science Po is one of the highest rating European institutions. In the campus that is 40 km from Marseille our delegation was met by Science Po administration. As a result, an agreement on cooperation was signed that included the following important items:

1.    To improve relationships, cooperation and partnership

2.    Perspective goal of the cooperation is to base a branch of Ex En

Provence University of Political Sciences within the Academy of Public Administration of the RA and to cooperate in the frames that both sides give preference to

3.    To organize mutual educational programs and to carry out researches

as well as to realize programs for exchanging students and professors These items allow signing a convention in future that will lay down the foundation to carry out, organize and realize 2012-2013 cooperation.

   “According to one of the significant items of the agreement the branch of that University will be opened on the basis of the Academy in 2013”

mentioned Mr. Lokyan. “We look forward to carry out educational joint programs and to realize researches. Due to curious coincidence we met the graduate of the same university Cristina Lagard who is the President of the University Council and now is the president of International Monetary Fund. She promised to be present at the opening ceremony of the University branch as well as to support in organizational activities”.

   Naturally, it’s impossible to be in France and not to meet the representatives of the local Armenian community. Our delegation was present at the party devoted to 36th anniversary of Marseille Culture House. Yerevan Municipality delegation headed by Mayor Taron Margaryan took part at the party, too.

  There were several meetings with cultural and social bodies of the Armenian community.

  The later meetings occurred in Paris. Here they have met and signed agreements on cooperation with the Center of Higher Education and Professional Training (G21A). This Center carries out serious works to assist sciences and education in Armenia. It also has its branch in Armenia called “Sezi”. Sasun Sarzhi – one of the co-presidents of the organization with 14 years practice – is an Armenian and a high ranking official in the Ministry of Finance of France. The organization will hold a conference in Armenia on June 14. The representatives of the Academy of Public Administration of the RA will participate there. Profit by the occasion, the latter will produce the program clauses of cooperation in details and will sign agreement.

  Another agreement on cooperation was signed in Paris with a well known lawyer Patrick Arabyan who is the co-president of Armenian-French Lawyers Federation. Thus, the Federation took responsibility to organize training of the students of the Academy of Public Administration of the RA in France, to pass on the French experience as well as to give an opportunity to their best specialists to teach in the Academy.

   “We also had meetings with the deputy of the French Parliament Valery Buaye who promotes the lobby of the genocide in the French Senate. We met famous Armenians – Patrick Malakyan, who is Henry Vernoy’s son. We also met lecturers and professors who are Armenians teaching in several universities. We created necessary prerequisites for further cooperation with the other universities. This year a group of students from the Academy will take administrative training in Marseille and Paris. From the next year more students will gain such an opportunity.

   When the Science Po branch opens the training of our students in Paris will last not for one but for 6 months” assured the Academy President.

   Considering the visit to France generally successful, Mr. Arsen Lokyan stressed the importance of knowledge of French language for realization of the arrangements and programs, as the working language in France is French. Starting from the next academic year profound lessons of French will be organized promoting the knowledge of French of our students.
