From December 17 to 21, 2012 the assistant to the President of the Public Administration Academy of RA Gayane Hovhannisyan was invited by the international centre of gender budgeting and management of the Russian Presidential Academy of National Economy and Public Administration to participate in the seminar on “Gender Budgeting” in Moscow.
The initiation of gender budget development is internationally regarded as an essential tool to identify a democratic society.
Public servants and the faculty of the Public Administration Academies of the Russian Federation, the Republic of Armenia, Kazakhstan, Kyrgyzstan, Tajikistan, Moldova and the Ukraine, as well as the head of the inspectorate of finances and accountancy of the RA Ministry of Labour and Social Affairs also participated in the seminar.
At the seminar the concept of gender, the aims of gender equality strategy, manifestations of gender inequality, the necessity of structural amendments of the solution to the problem of unintentional gender partiality, the rooting of gender equality in budget policy when implementing gender strategy were presented. With the help of some trial gender budgeting programmes the participants had an opportunity to discuss the gender problems more closely.
The appropriate documents concerning gender equality and budget in Armenia were worked out in Russian, which can be found on the website of the Russian Presidential Academy of National Economy and Public Administration at http://genderbudgets.ru/index/armenija/0-8.
The mentioned documents were worked out on the basis of strategic data, the latest census, social poll and the information found on international websites.
The seminar was a good opportunity to introduce the participants the experience in the field of gender budgeting of the Russian Federation, Kazakhstan, Tajikistan, Kyrgyzstan, Moldova and the Ukraine.
During the seminar discussions were held on gender budgeting training programmes, and approaches towards their fulfillment were designated.
In order to make the seminar more efficient the participants were divided into different thematic groups, each of which presented a concise report.
At the seminar issues on further cooperation, as well as on joint activities in relation to gender budgeting problems were also in question.
The Public Administration Academy of RA and the Russian Presidential Academy of National Economy and Public Administration signed an agreement on implementing vocational qualification, training and qualification raise programmes for the public servants of the Republic of Armenia and the Russian Federation, as well as on cooperation in the methodological and academic sphere of training and raising the qualification of the faculty of both sides.
