On January 31, Rector of the Public Administration Academy of RA Arsen Lokyan accepted the representatives of the evaluation mission of the Regional Public Administration Reform Fund of the German Federal Ministry for Economic Cooperation and Development (BMZ), Jens Deppe (Senior Expert, GIZ Central Office in Germany) and Alexander Wegner (Independent Expert from Germany).
The Regional Fund cooperates with the Eastern Partnership (EaP) countries, including Armenia. Projects of the Fund are implemented by the German Society for International Cooperation (GIZ).
The Regional Fund promotes the exchange of experience among foreign countries in the areas of government structural reforms, e-governance, effective functioning of the parliamentary staffs, territorial governance and development and seeks to contribute to the establishment of cooperation platforms in the field of civil service.
The purpose of the meeting was first of all to identify the needs and expectations of the Academy in terms of training of civil servants. In this regard, Rector Arsen Lokyan pointed to the considerable experience of cooperation with GIZ, the informative visits, as well as a number of implemented and ongoing cooperation projects with both this organization and the EaP countries.
The Rector presented the main directions and achievements of the Academy’s activities. Impressed by this, the experts offered clear directions for cooperation in the modernization of educational programs, introduction of new learning models for public servants (new electronic and teaching methodology) and assessment, application of new tools, development of analytical skills.
PAARA accepted the constructive proposals of its German partners in terms of getting acquainted with the experience of EaP countries, to be included in programs and sub-programs aimed at reforms in public administration.
