The Memorandum of Cooperation signed between the Public Administration Academy of RA and the National School of Administration, Lebanon, on May 13, is a new beginning.
PAARA Rector Arsen Lokyan greeted the Chairman of the National School of Administration, Lebanon, Georges Labaki and assured him that the new cooperation will have interesting continuation. He also let know that they had long correspondence with Mr. Labaki, they had discussed the terms of cooperation and programs of both institutions, and discovered that they have various common aspects.
“We want to join our attempts and we believe that this memorandum will open new horizons before us” said Arsen Lokyan.
He informed that, in the framework of cooperation, they intend to carry out joint programs, particularly student and teacher exchange programs.
PAARA Rector pointed out that the National School of Administration, Lebanon, has both European and American accreditation. It is one of the preconditions of the highest rating.
Arsen Lokyan stated that Lebanon is a friendly country for the Armenian nation. It has sheltered many Armenians who had suffered from the Genocide. They have been given all conditions to keep their national identity. That’s why the Armenian community of Lebanon is one of the most powerful communities, and it keeps on supporting the pro-Armenian activities.
The Chairman of the National School of Administration Georges Labaki thanked for hosting him and for the cooperation alike. He said that he feels himself at home, and has many Armenian friends in Lebanon.
The Heads of institutions exchanged souvenirs. Then, the Chairman of the National School of Administration presented a report on “Changes of public administration in post-conflict countries: return to “good administration” through regulations or without them?” Georges Labaki introduced the changes of public administration, the role of international community in the changes, budget planning, ways of sustainable development, and mobilizing sources. In the end of the meeting he answered the questions of the participants.
