The program “Creation of global ecological benefits for stakeholders through eco-education and awareness” which is carried out by the Global Ecological Foundation of the UN Development Program provides trainings for civil and community servants.
The aim of the two-day course in the framework of the Program held in Public Administration Academy of RA On May 14, was to train the representatives of public administration and local self-government bodies, as well as representatives of private sector who are involved in administration of natural resources. The participants were members of the staff of Yerevan Municipality. The course started with greeting speeches of the representatives of organizations responsible for implementation of the Program.
UNDP Resident Representative Dmitry Mariyasin said that he is happy for the cooperation in the framework of the Program, and stated that environmental education of new generation is a vital issue.
“The use of natural resources is not an unfounded subject” he said. “Yerevan is a living organism, and you are the ones who should appropriate the administration of that resource. Utilization of natural resources and green economy is one of the goals of Armenia. Economic revolution cannot succeed without “green revolution”. The problem is not only the protection of environment, but its development as well. It is a development model of a country”.
Deputy Minister of Nature Protection of RA Irina Ghaplanyan believes that any environmental program aims at humans. And as the issues are systematic, the approaches should be systematic, too. The Deputy Minister hopes that these courses will equip the trainees with systematic knowledge.
Deputy Major of Yerevan Municipality Hrachya Sargsyan thinks that the program is serious and essential. He appreciates the presence of highly qualified specialists in the Program. He mentioned that though the two-day course will not be enough for finding answers, but it will be the stimulus for the participants to get new knowledge in the field. “It is very important for us to understand what kind of city we want to have, and then to draft a program fitting our wish”.
Deputy Minister of Territorial Administration and Development Lilia Shushanyan believes that issues of nature protection can be solved by community servants. Those who will get knowledge in the framework of this Program, the head of the office of civil service of the staff of the Prime Minister of RA Gegham Sargsyan called the first signs. He also reminded that knowledge doesn’t mean ability. So the participants of the Program will have to master to put the knowledge into practice.
Head of the Department of Public Education of the Ministry of Education and Sciences Ashot Arshakyan also touched upon the issues of environmental education and upbringing. He let know that the MES also highly appreciates the inclusion of environmental education in educational programs. He also underlined that all these activities will not succeed if the elder generation has no fundamental knowledge in the field and is not guided by them. Occasionally, many good programs have failed, because relevant officials didn’t possess required knowledge.
Rector of the Public Administration Academy of RA Arsen Lokyan welcomed the participants of the course. He assured that this program will have success. He also stated that many international programs, and cooperation between departments and institutions lead to further development of cooperation culture.
Emphasizing the comprehensive work of all participants of the Program, Head of the AUA Acopian Center for the Environment Alen Amirkhanyan informed that the 11 modules elaborated within the framework of the Program are mainly targeted at improvement of environmental literacy. And its purpose is to develop the skills of all layers of the society.
Then, the environmental course continued with “Global environmental challenges and opportunities” for the staff of Yerevan Municipality. They have also discussed the environmental challenges and opportunities of Armenia, responsible consumption, and environmental administration.
The second day of the course will be devoted to sustainable cities, energy efficiency, recreational energy, and all-round economy. The participants will receive certificates.
