25 years is an insignificant twinkling of an eye, but the way I’ve passed in that “insignificant twinkling” is so rich and meaningful, that it seems endless.
My biography started at the difficult period of my county, when the system of public administration was incomplete. The previous system was out of date, and the formation of the new one required time and hard work. The country needed me, and I “was born” to be its supporter, its companion, and to take part in the solution of its problems.
I “was born” in the decision of the Government of RA as a School of Administration of the Republic of Armenia to educate and train public servants to work in the higher and middle units of “the office of the president of RA, Government of RA, as well as republican and local governance bodies”. I was the only institution of that kind and I was proud of that.
Only eight years later in 2002 I had a new status according to the regulation of the Government of RA. I was reorganized and became Public Administration Academy of RA to educate and train servants for public administration, and to match the education processes with the modern requirements.
I grew up on my way to the Academy. I have overcome many difficulties in building a new and independent state. I was an active participant in the development of the third Republic of Armenia. I’ve done my best to support in recruiting highly qualified staff for the public administration system. My assistants were the best specialists of the Republic and state officials as well, who shared not only their knowledge but their experience as well with the students.
In 25 years I’ve managed to gain friends in Armenia and abroad. Thanks to that friendship I’ve participated in various joint programs which were not only interesting experience, but they’ve helped to improve my authority. And the number of our students is getting higher every years. We believe the Academy graduates find their worthy status in both public and private systems.
Indeed, you will meet my graduates of short-term trainings as well as of Master’s programs in all bodies of administration of the country. I believe that every graduate is proud of being a graduate of Public Administration Academy of RA. And I’ve had many occasions to be proud of my graduates.
Today I am 25. I know that many people and organizations would like to congratulate me. 25 years is an insignificant twinkling of an eye, but the way I’ve passed in that “insignificant twinkling” is so rich and meaningful, that it seems endless. I thank in advance for the best wishes of those who have accompanied me in my hard and honorable life, who have worried about my problems and achievements, who have criticized me, and cared for my progress, and who have shared the fate of the Public Administration Academy of RA.
