The Public Administration Academy of RA has been providing trainings for the Community Heads and Community Council members in several provinces of the Republic since July 2. The trainings are organized in compliance with the agreement between the Public Administration Academy of RA and the Ministry of Territorial Administration and Infrastructure of RA on “Procurement of trainings for the needs of the Ministry of Territorial Administration and Infrastructure” signed on May 13, 2019.
The agreement foresees 750 stakeholders.
Tavush, Vayots Dzor, Shirak, Gegharkunik and Ararat are included in the first stage of the trainings. The main part of trainings has been finished. The last group of the Community Heads and Community Council members of Gegharkunik will attend the trainings in the city of Sevan on July 17-19. Today was the last training day in the Ararat Province Government.
The subject of the training was “Training of professional knowledge and work capacities of the Community Heads and Community Council members of the provinces of RA”. Though it was a busy agricultural period, but the desire to get new knowledge and make it useful in their work, made the people arrive even from the farthest communities to Artashat.
For example, Artashes Arshakyan from Lusashogh has been little late. He has come from the farthest village after a busy work. The reaped grass cannot be left in the open air. He has been hurrying because he got useful knowledge about privatization and rent of the land, and today he has come with certain expectations. He regrets that during 18 years as a Community Council members it is the first time he attends training.
Anna Hovsepyan, Community Council member of Burastan and accountant at the medical outpatient clinic, is a Council member since 2016. She has participated in many trainings. She believes that such trainings are necessary because Community Council members should have certain level of skills to resolve community problems.
“It would be better if all members of the Community Council had an opportunity to attend trainings” said Anna Hovsepyan. “Self-education is important, but one cannot get sufficient amount of knowledge. Direct contact with the teachers is essential. They share their knowledge and experience with us. I wish all members of the Community Councils have the required amount of knowledge which they need in their everyday work”.
To her, the Public Administration Academy of RA has chosen interesting themes for the trainings. She particularly mentioned the lesson on the Legislation of Land, and confessed that she was not well educated in the sphere. And the lessons on tourism development will contribute to the growth of interest among the participants, and not only will they participate in EXPOs, but will present their own programs.
Aram Arshakyan, Community Council member of Mrgavet, thinks that the themes are actual and urgent, and fit the modern requirements.
“The lessons on financial issues, Legislation of Land, and environment were really useful for us. The teachers were experienced, and they shared their knowledge with us” he said.
Aram Arshakyan suggested to organize trainings in the communities. They will help to make the busy summer days of the Community Council members more productive. The Council members will get more enthusiastic. And it will create some kind of tie between the community and the authorities.
Community member of Mrganush Gegham Khachatryan offered to invite a specialist in agriculture, who would explain how to productively cultivate soil.
Generally, the primary wish of the members of the training in the Province of Ararat was to give all Council members opportunity to participate in trainings.
The trainings for the Community Heads and Community Council members organized by the Public Administration Academy of RA will continue in September.
